One day after St. Paul Police Chief Axel Henry filed a lawsuit accusing Mayor Kaohly Her of sexual harassment and retaliation, legal experts said the case is entering a new phase that could outlast the city’s internal investigation and potentially open a new fight over records the public has yet to see.
The 73-page lawsuit accuses Her of sexual harassment, retaliation and other wrongdoing and names both the mayor and the City of St. Paul as defendants. Among the allegations are altered photos of Henry and other police employees, sexual remarks, physical contact and retaliation after Henry reported the conduct.
